Yes and no. You definitely can’t text message with the iPad out of the box as you would an iPhone. The iPad does not come with the Messages app that the iPhone comes with. The 3G network access is also limited to data transfer only and AT&T sends and bills SMS messages separately, so this will not be included in the 3G data plans available.
However, there are many third-party apps that support sending and receiving SMS messages to and from phones. Among these are the Fring, Google Voice Web and IM+ apps. So in the end you will be able to send and perhaps receive text messages, just not with the official apps that the iPad ships with.
